The challenge

When a strike hits, speed is the top priority

Hospital strikes give staffing firms days – sometimes hours – to source, vet, and deploy thousands of clinicians. If roles go unfilled, the revenue is gone. AMN Healthcare don't have a dedicated strike team – instead they reallocate recruiters internally to operate under intense time-pressure. Speed is the name of the game as they have to identify qualified candidates, confirm availability, screen credentials, and get people moving before the window closes.

But when three strikes happened in a matter of weeks, AMN couldn't solve this by reassigning recruiters. The team needed to engage tens of thousands of candidates from their existing database simultaneously – screening for qualifications, interest, and availability at scale – without disrupting the daily operation that keeps the rest of the business running.

The approach

Deploy fast, then earn the integration

The model was simple: AMN sources the candidates, Popp does the rest. Via SMS and WhatsApp, Popp engaged clinicians from AMN's database, screened them for qualifications, interest, and availability, flagged exceptions for human review, and handed qualified candidates directly to recruiters. A lightweight UI was live within weeks for expedience, with no integration required to start. Instead, the full API integration was scoped once the model proved itself (and has subsequently launched).

The first pilot covered three use cases. Within a quarter, that scaled to eighteen — re-engagement, credentialing, scheduling, locum gaps, redeployment, references, onboarding, peak-season hiring, and more. Every new use case shipped without adding to the recruiter team.

The result

Ten weeks, seven figures of net-new revenue

In a ten-week window, Popp contacted 132,088 candidates from AMN's clinician database, who engaged at 4× the rate of AMN's traditional outreach campaigns. What's more, 82% of the AI-led conversations drove successful outcomes, generating millions in net-new revenue for AMN over that period.

Critically, the recruiter footprint didn't move. AMN needed zero additional headcount to handle the surge, saving 1,500+ FTE recruiter days – over 12,700 hours – with Popp's conversation engine. What started as a strike-response pilot is now a repeatable playbook, with the partnership expanding to now include on-assignment activities (travel, accommodation, departure), timesheet management, and over a dozen additional new use cases.
